URGE MI SENATORS & SEN. MAJORITY LEADER CHUCK SCHUMER TO CHAMPION THE GEORGE FLOYD JUSTICE IN POLICING ACT
BACKGROUND: On March 3rd, the George Floyd Justice in Policing Act was adopted by the U.S. House of Representatives. President Biden and Rep. Karen Bass, Chairwoman of the Congressional Black Caucus, set a goal of getting this historic bill adopted on Tuesday, May 25th, the anniversary of George Floyd’s death. However, even though the bill is not expected to be adopted by this deadline, there are reasons to be hopeful that police reform can still be adopted “soon” with help from Michigan’s two Senators and 10 Republican Senators.
- THE FIERCE URGENCY OF NOW – Since 2015, there have been 5,000 fatal police shootings by on-duty police. Half of the people killed were white. However, people of color have been killed at about twice the rate as white people, according to an article in the Washington Post published on 5/21/21.
- NEGOTIATIONS ARE HAPPENING – Rep. Karen Bass, the House bill sponsor, in an NBC news article from today (5/23/21) that said she’s confident that a she and her fellow legislators will reach “reach an agreement soon”. Bass, Senator Corey Booker and Senator Tim Scott (the only Black Republican Senator) are “leading efforts to craft a bi-partisan bill that could pass in the Senate”.
- WIDESPREAD OUTRAGE – People throughout the country and the world have been protesting. This creates momentum for passage. Police killings have made it clear that reforms are urgently needed. Since Floyd’s death at least 82 bills have been enacted to address issues included in the George Floyd Justice in Policing Act.
THE ACT’S PROVISIONS:
- Prohibits federal, state and local police from racial, religious and discriminatory profiling;
- Bans choke holds and no knock warrants;
- Requires police to wear body cameras;
- Holds police accountable in courts by ending “qualified immunity”;
- Changes the culture of law enforcement with training to build integrity and trust; and
- Improves transparency by collecting data on police misconduct and use of force.
